Birmingham is a city in the north central region of the U.S. state of Alabama. It is the seat of Jefferson County, Alabama's most populous county, and Alabama's third-most populous city after Huntsville and Montgomery. Birmingham was founded in 1871, during the post-Civil War Reconstruction period, through the merger of three pre-existing farm towns, notably, Elyton.

The American Flag Plaza features a large American flag that can be seen from I-459. Surrounding the base of the flag is 500 StepStone pavers honoring veterans, both living and dead, from many states and branches of service. These StepStone pavers may be purchased at any time by those who wish to honor a Veteran. Twice a year, on Memorial Day and on Veterans Day, there is a dedication ceremony where new StepStone pavers are placed at the American Flag Plaza.

Veterans and their families are the soul of The Memorial Plaza. Many of the "testaments" contributed to The Alabama Veterans Memorial Foundation are cast in metal and mounted on a series of 36 free-standing columns standing tall and proud on the hilltop Memorial complex. Also permanently memorialized on the columns are the citations of Alabama's 25 Medal of Honor recipients engraved in brushed aluminum plaque castings. In addition to the Medal of Honor citations and personal "last letters" is original patriotic artwork produced by Alabama artists.
